颶風奧斯卡（英語：Hurricane Oscar），是2024年大西洋颶風季第十五個命名的熱帶氣旋、第十場颶風，也是有氣象記錄以來最小的一級颶風[1]。其10月10日從非洲西海岸作為東風波穩定西移。因為惡劣的條件，10月19日其才成為熱帶氣旋並獲得命名。同一天該氣旋迅速加強為一級颶風。該系統以其穩定的巔峰強度緩慢向古巴移動，並於10月20日晚以稍弱的強度登陸。陸地之間的相互作用嚴重削弱了該系統，其在古巴北部減弱成一個環流中心不明確的熱帶風暴（準確來說是滿足熱帶風暴的最小標準）。天氣條件繼續阻礙該系統發展，迫使其於10月22日進入低壓槽後消散。

10月4日，美國國家颶風中心就注意到有一個東風波可能形成熱帶氣旋，並預測該系統六天後會離開非洲西海岸[3][4]。當天即對該系統編列為熱帶擾動94L，其擁有無序對流和帶有雷暴的低壓區[5]。該擾動繼續向西移動，在穿過佛得角群島時發展出了烈風帶和細長環流。國家颶風中心評估其生成率高達50%，但由於環境條件不利，於10月12日下調了生成率[6][7]。在接下來的幾天裏，該擾動繼續向西穿過大西洋，這時該系統因空氣乾燥而偶爾產生雷暴，並於10月16日發展成低壓槽[8]。兩天後，由於氣象條件不利，國家颶風中心評估該系統的氣旋生成率僅為10%。當時，該系統正在小安的列斯群島和波多黎各以北發展[9]。然而，雷暴的組織性在調整期間變得更好[10]，並迅速在伊斯帕尼奧拉島以北初步合併[11]，並於10月19日重新認定為低壓區[12]。美國國家颶風中心在同日美國東部時間15時將該氣旋升格為熱帶風暴，並命名為熱帶風暴奧斯卡，此時該系統位於特克斯和凱科斯群島以東海域[13]。

馬修鎮遭受了來自奧斯卡風眼區附近的強風襲擊[16]。在特克斯和凱科斯群島首府大特克島，奧斯卡造成了樹毀，掀翻了至少一棟房屋的屋頂。不過，由於當時正值低潮，這場颶風對群島的影響很小[29]。據報道，伊納瓜的一個避難所里僅有24人前往躲避[30]。

奧斯卡離開後，巴哈馬災害風險管理局向南部受影響的島嶼運送了食品[31]。

古巴

古巴政府於10月19日向關塔那摩省、奧爾金省和拉斯圖納斯省發佈了颶風警告[26]。由於全國範圍的停電，有關奧斯卡的信息傳播受到阻礙[32]。古巴全國有超過15,000人被疏散，其中伊米亞斯省疏散了9,000人，聖安東尼奧德爾蘇爾省疏散了6,000人[33][34]。
